The Europa League winners are anticipating a busy end to the summer transfer window as they look to bring in late reinforcements to Thomas Frank’s squad, with talks also ongoing for Manchester City winger Savinho.
Spurs are believed to be keen on replacing former captain Son Heung-min following his departure to MLS side Los Angeles FC and James Maddison, who is likely to miss the majority of the 2025/26 season after suffering an ACL injury.
Thomas Frank’s side are now looking to boost their attacking creativity with the signing of Elliott and are willing to offer the 22-year-old the regular game time he is looking for.
Elliott is expected to depart Anfield before the September 1 deadline and also has interest from Bundesliga side RB Leipzig, who are said to be exploring a move.

Elliott registered strong displays at the Under-21 European Championship this summer, as he was named Player of the Tournament after leading England to the title and scored five goals, finishing as the competition’s second-highest goalscorer.
The 'special' London-born talent, who made a brief cameo in Liverpool’s loss to Crystal Palace in the Community Shield on Sunday, is under contract at Anfield for another two seasons, until June 2027.
